What is your opinion on these scooters and strollers that elderly seniors do not ride on sidewalks?

My love is classified as disabled by Parkinson's through, and when I go, always by his manual wheelchair. Without going into detail about the reaction of "valid", I have the most inconsiderate to his Motability scooter. There is a pub in the city where I live and which has at least three of these potentially lethal weapons stationed outside for more a few hours. X pints later, and I know this for a fact, jump on a drunk and careers on the sidewalk, completely out of control. They - you know who can not get one of those free social services?
